{"id":2601,"date":"2011-02-23T08:19:53","date_gmt":"2011-02-23T06:19:53","guid":{"rendered":"http:\/\/guy.pastre.org\/?p=2601"},"modified":"2011-02-23T00:34:06","modified_gmt":"2011-02-22T22:34:06","slug":"pour-une-education-aux-medias-tout-au-long-de-la-vie","status":"publish","type":"post","link":"https:\/\/guy.pastre.org\/?p=2601","title":{"rendered":"Pour une Education aux M\u00c3\u00a9dias tout au long de la vie"},"content":{"rendered":"<p>Dans le cadre de la Pr\u00c3\u00a9sidence Belge de l&rsquo;Union Europ\u00c3\u00a9enne, le Conseil Sup\u00c3\u00a9rieur de l&rsquo;Education aux M\u00c3\u00a9dias a organis\u00c3\u00a9 la conf\u00c3\u00a9rence europ\u00c3\u00a9enne \u00ab\u00a0L&rsquo;Education aux M\u00c3\u00a9dias pour tous\u00a0\u00bb \u00c3\u00a0 l&rsquo;IHECS et au Parlement Europ\u00c3\u00a9en, les 2 et 3 d\u00c3\u00a9cembre derniers.<br \/>\nDu travail de ces 2 journ\u00c3\u00a9es en sortie une d\u00c3\u00a9claration et des recommandations : <strong>La d\u00c3\u00a9claration de Bruxelle.<\/strong><\/p>\n<p>Les CEMEA qui ont particip\u00c3\u00a9 \u00c3\u00a0 ces 2 jours r\u00c3\u00a9affirment, \u00c3\u00a0 l&rsquo;occasion de la publication de cette d\u00c3\u00a9claration sur leur site, \u00c2\u00a0leur position \u00c2\u00a0quant \u00c3\u00a0 l&rsquo;\u00c3\u00a9ducation aux m\u00c3\u00a9dias \u00ab\u00a0<em>qui \u00c2\u00a0doit  prendre en compte la question des droits de l\u00e2\u20ac\u2122homme et int\u00c3\u00a9grer une  approche critique de l\u00e2\u20ac\u2122\u00c3\u00a9conomie des m\u00c3\u00a9dias. L\u00e2\u20ac\u2122\u00c3\u00a9ducation aux m\u00c3\u00a9dias doit  \u00c3\u00a9galement s\u00e2\u20ac\u2122appuyer sur la volont\u00c3\u00a9 de la soci\u00c3\u00a9t\u00c3\u00a9 civile d\u00e2\u20ac\u2122\u00c3\u00aatre un acteur  \u00c3\u00a0 part enti\u00c3\u00a8re d\u00e2\u20ac\u2122une cor\u00c3\u00a9gulation des m\u00c3\u00a9dias n\u00c3\u00a9cessaire avec les  pouvoirs publics et les industriels et \u00c3\u00a9diteurs\u00a0\u00bb.<\/em><\/p>\n<h3>Les recommandations de la d\u00c3\u00a9claration<!--more--><\/h3>\n<p>1. <strong>Mener des actions \u00c3\u00a9ducatives aux m\u00c3\u00a9dias<\/strong><\/p>\n<p>a. Inscrire l\u00e2\u20ac\u2122\u00c3\u00a9ducation aux m\u00c3\u00a9dias en  tant que mission d\u00e2\u20ac\u2122int\u00c3\u00a9r\u00c3\u00aat g\u00c3\u00a9n\u00c3\u00a9ral qui rel\u00c3\u00a8ve de politiques publiques  ambitieuses et de m\u00c3\u00a9canismes de financement public volontariste dans le  respect de l\u00e2\u20ac\u2122autonomie op\u00c3\u00a9rationnelle des b\u00c3\u00a9n\u00c3\u00a9ficiaires.<\/p>\n<p>b. D\u00c3\u00a9velopper et promouvoir diff\u00c3\u00a9rentes  p\u00c3\u00a9dagogies adapt\u00c3\u00a9es \u00c3\u00a0 chaque public, \u00c3\u00a0 tous les \u00c3\u00a2ges de la vie, \u00c3\u00a0  diff\u00c3\u00a9rents contextes sociaux et culturels.<\/p>\n<p>c. Favoriser la production et la  diffusion des ressources p\u00c3\u00a9dagogiques en \u00c3\u00a9ducation aux m\u00c3\u00a9dias adapt\u00c3\u00a9es \u00c3\u00a0  des groupes sp\u00c3\u00a9cifiques de b\u00c3\u00a9n\u00c3\u00a9ficiaires.<\/p>\n<p>d. Pourvoir les milieux scolaire et associatif en \u00c3\u00a9quipements ad\u00c3\u00a9quats aux pratiques d\u00e2\u20ac\u2122\u00c3\u00a9ducation aux m\u00c3\u00a9dias.<\/p>\n<p>e. D\u00c3\u00a9velopper une formation en \u00c3\u00a9ducation aux m\u00c3\u00a9dias \u00c3\u00a0 destination des professionnels des m\u00c3\u00a9dias.<\/p>\n<p>f. Identifier et mettre en \u00c5\u201cuvre, pour chaque action \u00c3\u00a9ducative, des crit\u00c3\u00a8res qualitatifs et quantitatifs d\u00e2\u20ac\u2122\u00c3\u00a9valuation.<\/p>\n<p>g. Garantir la diversit\u00c3\u00a9 m\u00c3\u00a9diatique par  un dispositif ad\u00c3\u00a9quat comprenant des moyens publics et priv\u00c3\u00a9s notamment \u00c3\u00a0  l\u00e2\u20ac\u2122\u00c3\u00a9gard des partenaires m\u00c3\u00a9diatiques utiles pour les \u00c3\u00a9ducateurs aux  m\u00c3\u00a9dias.<\/p>\n<p><strong> 2. D\u00c3\u00a9velopper des comp\u00c3\u00a9tences m\u00c3\u00a9diatiques de tout citoyen<\/strong><\/p>\n<p>a. Identifier et assurer la mise \u00c3\u00a0 jour  d\u00e2\u20ac\u2122un \u00c3\u00a9ventail large de comp\u00c3\u00a9tences m\u00c3\u00a9diatiques n\u00c3\u00a9cessaires, tout au long  de la vie, pour toute personne, portant sur l\u00e2\u20ac\u2122ensemble des m\u00c3\u00a9dias.<\/p>\n<p>b. Valider ces comp\u00c3\u00a9tences \u00c3\u00a0 travers un processus concert\u00c3\u00a9 incluant la soci\u00c3\u00a9t\u00c3\u00a9 civile.<\/p>\n<p>c. Adapter cet \u00c3\u00a9ventail de comp\u00c3\u00a9tences  m\u00c3\u00a9diatiques aux diff\u00c3\u00a9rents acteurs et intervenants de l\u00e2\u20ac\u2122\u00c3\u00a9ducation et de  la formation, en fonction du r\u00c3\u00b4le qu\u00e2\u20ac\u2122ils ont \u00c3\u00a0 assurer.<\/p>\n<p><strong>3. Promouvoir l\u00e2\u20ac\u2122acc\u00c3\u00a8s du citoyen \u00c3\u00a0 l\u00e2\u20ac\u2122\u00c3\u00a9ducation aux m\u00c3\u00a9dias<\/strong><\/p>\n<p>a. Accro\u00c3\u00aetre la sensibilit\u00c3\u00a9 des citoyens  envers l\u00e2\u20ac\u2122\u00c3\u00a9ducation aux m\u00c3\u00a9dias \u00c3\u00a0 travers, par exemple, la mise en place  d\u00e2\u20ac\u2122une journ\u00c3\u00a9e europ\u00c3\u00a9enne de l\u00e2\u20ac\u2122\u00c3\u00a9ducation aux m\u00c3\u00a9dias, d\u00e2\u20ac\u2122une semaine  europ\u00c3\u00a9enne de l\u00e2\u20ac\u2122\u00c3\u00a9ducation aux m\u00c3\u00a9dias \u00c3\u00a0 l\u00e2\u20ac\u2122\u00c3\u00a9cole&#8230;<\/p>\n<p>b. Promouvoir la visibilit\u00c3\u00a9 publique des actions d\u00e2\u20ac\u2122\u00c3\u00a9ducation aux m\u00c3\u00a9dias.<\/p>\n<p><strong>4. D\u00c3\u00a9velopper la recherche en \u00c3\u00a9ducation aux m\u00c3\u00a9dias et en litt\u00c3\u00a9ratie m\u00c3\u00a9diatique<\/strong><\/p>\n<p>Soutenir des recherches approfondies permanentes sur<br \/>\n<img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.cemea.asso.fr\/multimedia\/enfants-medias\/local\/cache-vignettes\/L8xH11\/puce-96d77.gif\" alt=\"-\" width=\"8\" height=\"11\" \/> l\u00e2\u20ac\u2122appropriation des m\u00c3\u00a9dias par les groupes sociaux et les communaut\u00c3\u00a9s, \u00c3\u00a0 tous les \u00c3\u00a2ges de la vie,<br \/>\n<img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.cemea.asso.fr\/multimedia\/enfants-medias\/local\/cache-vignettes\/L8xH11\/puce-96d77.gif\" alt=\"-\" width=\"8\" height=\"11\" \/> l\u00e2\u20ac\u2122\u00c3\u00a9volution des pratiques formelles et informelles d\u00e2\u20ac\u2122\u00c3\u00a9ducation aux m\u00c3\u00a9dias.<\/p>\n<p><strong>5.
